Michael Laychak

Acting Director, Defense Technology Security Administration

Michael R. Laychak, a member of the Senior Executive Service, is currently serving as the Acting Director for the Defense Technology Security Administration, Office of the Deputy Under Secretary of Defense for Policy. In this capacity he manages a staff of over 220 policy analysts, engineers, and licensing officers responsible for developing and implementing DoD technology security and foreign disclosure policies for international transfers of defense-related goods, services, information, and technology.

In 2014, Mr. Laychak became the Deputy Director for DTSA. Prior to this assignment, he was the Director for Licensing at DTSA from March 2008 to September 2014. In this capacity, he coordinated the DoD review of direct commercial sale export licenses, commodity jurisdiction requests and regulatory change recommendations from the Departments of Commerce and State. In addition, he served as a principal advisor to the Director and Deputy Director, Defense Technology Security Administration on licensing issues. From 2003 to 2007, he was the Division Chief for Dual Use Licensing, supervising the Department of Defense review process related to Commerce Department export licenses. Mr. Laychak moved to the DTSA Dual Use License Division in February 2000. As an export license analyst, he provided the DoD position on a broad spectrum of export licenses covering a wide range of technologies, including avionics, aircraft engines and materials, night vision devices, deemed exports and EPCI related licenses. Before this assignment, Mr. Laychak worked in the DTSA Technology Security Operations directorate as an intelligence analyst from 1989 to 2000. In this capacity he analyzed worldwide technology transfer activity, especially in the area of ballistic missile development and provided all source intelligence evaluations of dual use and munitions export licenses.

Mr. Laychak has represented the Department of Defense in numerous interagency government working groups including the senior level Advisory Committee on Export Policy, the Missile Technology Analysis Group, the Missile Technology Export Control group, the Nuclear Export Violations Working Group and the Technology Transfer Working Group.

Mr. Laychak received a Bachelor of Arts degree in International Relations from the University of Virginia in 1984.
