David Bagnati

Assistant Director, Defense Technology Security Administration

David Bagnati a member of the Senior Executive Service, is currently serving as the Assistant Director, International Security Cooperation, and Senior Advisor to the Director, Defense Technology Security Administration (DTSA). In this capacity he leads a team of policy analysts and security specialists in developing and implementing DoD technology security and foreign disclosure policies for international transfers of defense-related goods, services, information, and technology. His duties include serving as the Executive Director for the National Disclosure Policy Committee, Designated Security Authority for International Security Agreements, and Designated Disclosure Authority, Office of the Under Secretary of Defense for Policy.

Mr. Bagnati earned a Bachelor of Science degree in Business Administration from the University of New York at Oswego in 1985. Upon graduation, he was commissioned as a second lieutenant in the United States Army. He earned a Master of Science in Administration from Central Michigan University in 2001. More recently, in 2019, he graduated from the Federal Executive Institute, Leadership for a Democratic Society Course. His professional military education includes the Air Defense Officer Basic and Advanced Courses, Marine Amphibious Warfare School, Command and General Staff College, and the Industrial College of the Armed Forces (now the Eisenhower School for National Security and Resource Strategy), where he earned a Master of Science degree in National Resource Management and Strategy.

Mr. Bagnati’s military assignments as a divisional Air Defense Artillery Officer (Vulcan, Stinger, and Bradley Fighting Vehicle) include the 101st Airborne Division, Fort Campbell, Kentucky and 3rd Infantry Division, which includes tours at Fort Stewart, Georgia and Kitzingen, Germany. His primary staff assignments include Title X Personnel Accessions Manager, Colonels Division Assignment Manager, and Air Defense Artillery Branch Chief, Combat Arms Division, Army Human Resources Command, Alexandria, Virginia. He served in Battalion Command at Fort Bliss, Texas. Among his numerous assignments working with partners and allies, Colonel Bagnati deployed in support of Operation Enduring Freedom, with the Office of Military Cooperation, Afghanistan. His military career culminated in a Joint Service tour as the Director, Joint Staff and Service Warfighter Integration Division, Missile Defense Agency, Navy Annex, Arlington, Virginia.

Mr. Bagnati’s military awards include various personal and campaign medals. He has also earned the Ranger, Pathfinder, Air Assault, and Jump Badges. Mr. Bagnati retired from the United States Army in late 2009 and entered federal civilian service as the Chief of Staff and Director for enterprise-wide Security Operations, Missile Defense Agency, Fort Belvoir, Virginia. He received the Secretary of Defense Exceptional Civilian Service Award in February 2020.
