Thomas K. Kerr

Assistant Director, Defense Technology Security Administration

Mr. Thomas K. Kerr, a former member of the Senior Executive Service, is the Assistant Director for Management & Comptroller at the Defense Technology Security Administration (DTSA). In this capacity he leads a directorate staff in financial operations, human capital, corporate security and facilities, information technology, intelligence assessment and integration, and other functional areas in order to deliver goods and services for the efficient operation of the agency.

Prior to leading the management directorate, Mr. Kerr was the Comptroller and Deputy Director for management. Before joining DTSA in 2009, he was the Director for Program and Financial Control in the Office of the Under Secretary of Defense (Comptroller). There he led professional and technical staff to prepare and implement financial policy and budget guidance; formulate budget estimates for transmittal to the Office of Management and Budget, and Congress; conduct execution analysis, apportionment, reprogramming, and reporting; and design, test and field information technology systems used to support planning, programming, budgeting and execution processes. During his ten years at OSD Comptroller, he led a team for the Deputy Secretary of Defense to determine the level of destroyed, damaged and worn equipment and associated cost resulting from operations in executing the Global War on Terror. While assigned to the Revolving Funds Directorate, he managed and oversaw Defense Finance and Accounting Service, Defense Commissary Agency and Air Force Depot Maintenance programs and resources – nearly $16 billion annually. He also served in the Investment Directorate where he controlled funding for all Ballistic Missile Defense and United States Special Operations Command programs and was the appropriation manager for Research, Development, Test and Evaluation, Defense-wide where he interacted daily with 14 Defense Agencies.

Mr. Kerr started his civilian career with the Department of the Navy through the civilian financial management trainee program. After successfully completing this program, he served in the Navy Comptroller’s Office (NAVCOMPT) where he managed and controlled Navy and Marine Corps aircraft flying hours and depot maintenance resources. He also served as Head of Programming for the Pacific Fleet Command, and held a variety of other budget positions in NAVCOMPT where he controlled and managed funding for programs ranging from logistics operations to military personnel.

Mr. Kerr is also a career logistician and aircraft maintenance officer for the United States Air Force Reserve. He successfully completed three command and five staff tours including joint assignments. He currently serves as a Global Strategist on the Air Staff. He holds JPME Phase II and DoD FM Level III certifications.
