Wilbert “Duke” Jackson, Sr. Assistant Director, Research Analysis & Intelligence Dissemination Directorate (RAID). Division Chief, Intelligence and Security, Management Directorate, Jan 2020 to April 2022. Served as the Sr. Foreign Affairs Advisor for Western Hemisphere. In this capacity he was instrumental in shaping DTSA Technology Security outreach in the area of technology security. Served as Division Chief for the Policy Directorate’s Strategic Issues Division from Nov 2015 to Mar 2016.
Duke played an integral role for USG efforts to designate a Chinese Telecommunication entity for violations of U.S. export controls. From 2014 to 2015, in direct support of USDI’s Clandestine Operations, the FBI and CENTCOM, he championed several highly sensitive DOD clandestine equities. From 2010 to 2014, as DTSA’s primary All-Source Intelligence Analyst, he played an essential role in effectively coordinating positions, developing policies and recommendations for technology exports to foreign parties as they related to the transfers of defense-related goods, services, and technologies. In addition, he was paramount in broaden of collaborative efforts with IC partners to identify and prevent the transfer of sensitive technologies and enriched the sensitivity to technology security and policy issues.
