Director, Defense Technology Security Administration
Mr. Michael Laychak, a member of the Senior Executive Service, is currently serving as the Director for the Defense Technology Security Administration (DTSA). In this capacity he manages a staff of over 190 policy analysts, engineers, security specialist, and licensing officers responsible for developing and implementing DoD technology security and foreign disclosure policies for international transfers of defense-related goods, services, information, and technology.

Mrs. Michèle Hizon, a career member of the Senior Executive Service since 2015, is currently serving as the Deputy Director for the Defense Technology Security Administration (DTSA). In this capacity she assists the Director in managing a staff of over 190 policy analysts, engineers, licensing, and security officers responsible for developing and implementing DoD technology security and foreign disclosure policies for international transfers of defense-related goods, services, information, and technology

Jon E. Chicky, Jr. is the Assistant Director in DTSA’s International Engagement Directorate responsible for a four division, 37-person directorate focusing on DTSA’s activities pertaining to information and technology security with international partners.
Wilbert "Duke" Jackson
Assistant Director, Defense Technology Security Administration
Wilbert “Duke” Jackson, Sr. Assistant Director, Research Analysis & Intelligence Dissemination Directorate (RAID). Division Chief, Intelligence and Security, Management Directorate, Jan 2020 to April 2022. Served as the Sr. Foreign Affairs Advisor for Western Hemisphere. In this capacity he was instrumental in shaping DTSA Technology Security outreach in the area of technology security.
Candace S. Lyons
Chief Operating Officer, Defense Technology Security Administration
Ms. Candace S. Lyons is the Chief Operating Officer (COO), Mission Support Office, at the Defense Technology Security Administration (DTSA). As the COO, she is responsible for delivering enterprise wide, performance-driven services and an exceptional customer experience for DTSA executives and staff as well as DoD, inter-agency, foreign government, and large defense industry corporate users and customers of DTSA products and services

Michael R. Martin, is currently serving as the Assistant Director, Export Control Directorate, Defense Technology Security Administration, Office of the Under Secretary of Defense for Policy. In this capacity he manages a staff of 75 policy analysts, engineers, and licensing officers responsible for developing and implementing DoD technology security and foreign disclosure policies for international transfers of defense-related goods, services, information, and technology.
