International Agreements and Information Exchanges
DTSA is one of several DoD stakeholders that reviews international cooperative Research, Development, Test, and Evaluation (RDT&E) agreements, projects, and information exchanges, managed by the Office of the Under Secretary for Acquisition and Sustainment (A&S). DTSA conducts technology security assessments of the proposed technology or information to be shared with foreign partners, and determines whether such transfers are consistent with foreign disclosure and technology transfer policies. DTSA may recommend changes to the scope or terms of projects to align with these policies and to be consistent with the willingness and ability of foreign partners to protect military critical information from unauthorized transfers.
