Jon E. Chicky, Jr.

Assistant Director, Defense Technology Security Administration

Jon E. Chicky, Jr. is the Assistant Director in DTSA’s International Engagement Directorate responsible for a four division, 37-person directorate focusing on DTSA’s activities pertaining to information and technology security with international partners.

Jon’s previous duties in DTSA were as the Deputy Assistant Director, International Engagement, from 2020-2023, and as a Senior Regional Policy Advisor (2012-2020) with geographic responsibility for Russia, Ukraine, and Eurasia where he was responsible for defense technology issues concerning DoD’s bilateral defense relationships, as well as advised partner nations on improving and/or enhancing their defense technology security policies and processes. Previously, he had geographic responsibilities for Southeast Asia, Australia, and Oceania, and then Central and Eastern Europe

Jon is a retired U.S. Army Colonel with nearly thirty years of service. Jon’s last duty assignment was as a member of the National War College’s military faculty where he taught courses on diplomacy and statecraft, global affairs, as well as regional topics concerning the North and South Caucasus and Central Asia. Jon served much of his Army career as a Eurasian Foreign Area Officer (FAO), specializing in the Caucasus and Central Asia. FAO assignments included Director, Eurasian Policy, OSD-Policy (2005-2008); Country Director for Georgia and the Caucasus (2004-2005), OSD-Policy; Central Asia Political-Military/Security Cooperation Planner, USCENTCOM J5 (2001-2003), Conventional Arms Control Inspection Team Chief, Defense Threat Reduction Agency-Europe (1998-2001), and Senior U.S. Military Observer, UN Military Observer Mission in Georgia, Abkhazia/Georgia (1995-1996). Jon’s initial military specialty was tactical military intelligence where he served in a variety of command and staff positions in Germany, Panama, and Bosnia-Herzegovina. During his period of duty in Panama, he participated in Operation JUST CAUSE as a commander of task-organized, direct support military intelligence company

Mr. Jon received Master of Strategic Studies, U.S. Army War College; Master of Arts, National Security and Strategic Studies, U.S. Naval War College; Master of Arts, Russian and East European Studies, University of Kansas; Bachelor of Arts, International Relations, Florida State University. Jon also attended resident programs at the Gornyy Institute in St. Petersburg, Russia, as well as Moscow State University. He is a 2018 graduate of the Federal Executive Institute.
